Opened another Node.js PR today github.com/nodejs/node/pull/60

This time for fixing UTF-8 pain points when importing modules on Windows. What we learned at work is that users with unicode in their names (say an umlaut “ü" or a kanji “聳”) might have trouble starting the app because the ESM import from CJS new to Node.js 22 isn't kicking it.
