The details are unclear, but it may be that the NSF has been directed to not only halt approval of new grants, but to halt the funding of ongoing ones that have already been approved. If so, this is going to be hugely disruptive (for instance, to the mathematics institutes), and in conflict with the congressional authorization of funds appropriated for the NSF. https://www.nature.com/articles/d41586-025-01396-2
