[今日の豆知識]
ローランド・ヒル(Rowland Hill)という人物がいます。この方は19世紀の人物で、現代の郵便システムを築いた人物として知られています。
この人物が郵便システムを改革する以前、一般市民間の郵便は知人を通じて送るか、あるいは目的地へ向かう商人などを介して届けられていました。そしてこの方式では距離によって料金が異なり、定められた金額もなかったため、価格も毎回変わりました。
また配送料は送り主ではなく受け取り側が支払うことになっており、配送料が非常に高額だったため、人々は様々な裏技を使いました。
例えば二人の間で事前に決めた暗号を作り、手紙の封筒に暗号を書くことです。受け取り側は手紙を開けずに封筒に書かれた暗号を確認した後、受取を拒否すればお金を払わずに内容を確認できたといいます。
また、郵便の内容を配達者や政府機関が開封して確認することはごく普通のことだったといいます。
ローランド・ヒルはこうした郵便システムの問題を解決するため、三つの原則を提唱しました。
第一。手紙を受け取る側ではなく、送る側が料金を支払うこと
第二。距離に関係なく一定の料金を支払うこと
第三に、前払いであることを示す証紙を作成すること
第四に、特権階級層の無料使用を廃止すること
こうしたローランド・ヒルの主張は議会では多くの批判を受けたものの、平民層や商人層からは大きな支持を得て、結局ローランド・ヒルの郵便制度が受け入れられ、誰もが便利に利用できる郵便システムが構築されたといいます。 -終わり-
