한참 계획을 세우던 참에 행정부의 관리 한 사람에게 하치장에 도둑이 들어 약탈을 당할지도 모른다는 걱정이 들었다.
행정부는 야간경비직 사원을 모집하는 공고를 냈고, 곧 적당한 사람이 나타나 채용을 했다.
직원을 채용하고 나자 또 새로운 문제로 말들이 오가기 시작했다.
"행동지침이 없으면 야간경비원이 어떻게 일을 수행할 수 있겠는가?"
행동지침을 만드는 사람들을 위해 두 개의 일자리가 마련되었다. 한 사람은 경비직의 임무를 설명한 문건을 작성했고, 다른 사람은 시간 계획표를 짰다.
또 다른 문제가 튀어 나왔다.
"야간경비가 정말로 양심적으로 일을 수행하는지 어떻게 알 수 있겠는가?"
그리하여 이번에는 야간경비들을 관리하는 부서들을 만들어서 두 사람을 또 고용했다. 한 사람은 야간 경비가 일을 양심적으로 하는지 조사하고, 다른 한 사람은 보고서를 작성하는 일을 맡았다.
