I also brought the account sign-up to OAuth for AT Protocol: github.com/bluesky-soci... This allows you to authorize with prompt=create, if the PDS supports it (do check by requesting the authorization server metadata), and then the user will see the Create Account screen in the PDS OAuth flow.
