학교 주변에서 혐오집회가 반복되고 있지만 이를 사전에 차단하는 제도가 제대로 작동하고 있지 않다는 분석이 나왔습니다. 학교는 집회 신고 사실을 미리 알기 어렵고, 경찰 역시 해당 시위가 학교 인근에서 열리는지 즉각 파악하기 어려운 구조라는 것입니다.
