茨城縣計畫從新年度起實施「檢舉獎金制度」，徵集外國人非法就業的相關資訊，若該資訊促成縣警方的查處行動，將支付獎金給檢舉人。雖然出入國在留管理廳（入管廳）也有類似的檢舉制度，但據縣方表示，在都道府縣層級這樣的做法並不多見，有識者也指出「恐有助長歧視之虞」。
相關事業經費已納入 18 日公布的新年度初期預算案中。
## 茨城縣連續三年居全國最多
背景在於茨城縣以農業領域為主，有大量非法就業的外國人。根據入管廳的資料，2024 年被認定為非法就業的外國人約有 1 萬 4 千人，其中在茨城縣工作的就有 3,452 人，連續三年在各都道府縣中排名第一。
據縣外國人適正僱用推進室表示，過去一直透過職員直接訪問事業單位，宣導不要僱用非法就業者，而從新年度起將導入網路資訊提供系統，設立鼓勵提供非法就業資訊的獎金制度，同時也將強化業界團體及市町村的資訊蒐集體制。
獎金制度的流程是：收到資訊後由承辦人員進行調查，若懷疑存在非法就業情形，則通報縣警方處理。獎金金額預計為數萬日圓。
## 「將以尊重人權的方式推行」
推進室的承辦人員表示：「我們預估收到的資訊中，關於非法僱用的事業者會比非法就業的外國人本身更多」，並表示「將以尊重人權的方式來敲定制度的具體細節」。
大井川和彥知事在記者會上表示：「非法就業人數在全國名列前茅，必須採取根本性的對策來解決這個問題。」針對可能引發外國人人權侵害或鼓勵告密的疑慮，他強調：「這個機制是在確認非法就業事實後才通報警方。絕對不會變成連認真工作的外國勞工都感到不安的那種粗暴做法。」
