翻查預算案的附錄的政府財政狀況摘要﹐2025／26 年度，政府的收入是 6887.6 億，支出是 7891.7 億，實際上有 1004 億赤字。帳面的盈餘，是因為發債收入有 1550 億，還債要 516.8 億，一加一減計計埋埋，才有 29 億「盈餘」。
當然，憑實力借返嚟的錢都是錢，借錢後的盈餘，應該都可以算是盈餘。而預計這種借錢後才有盈餘的情況，未來五個財政年度都會持續，未來五個財年，預計不計借債的赤字，分別是 781 億、721 億、1060億、710 億和 384 億，即合共有 3656 億赤字， 計算借債收入就會變成有合共有 762 億...
