근데 이거 실효성이 있으려나....

조례로 리미트 걸어보려는 시도는 있었는데 법률로 정해진걸 하위법으로 컨트롤할 수 없다고 짤렸었는데

대통령령도 아니고 행안부 가이드라인? 저거 따라가다가 지자체들 몇몇 정당한테 소송먹을까 걱정인데
