그냥 부당이득의 (200)% 이내의 과태료를 만드는게 좋을지도....
() 부분은 논의가 필요하겠지만... 과태료면 행정처분이고... 시행규칙 같은데다가 부과기준 디테일하게 명시하면 딱히 태클 걸릴 것도 없고
과태료 처분 받은 사람이 불복하겠다하면 과태료재판가라고 하면 그만이니....
