That they aren’t housed even though we know it saves money means they’re willing to spend money to hurt homeless people.
They actively hate homeless and poor people and want to punish them.

The rich might say that the working classes need to be disciplined. The real example of ruined lives visable on the streets is a motivatioal tool to get workers to work harder for less.
We can easiy solve homelessness if we want. It even saves money to do so by avoiding other costs police, mental heslth, hospitals etc.
