Andrew Scheer (former leader of the Conservative Party of Canada) has a beer on the table next to him and the caption is "to take The Edge off today We're talking meth!" This is a meme that was created from a real commercial produced by the Conservative Party where, yes, he compares voting for the Liberals to taking meth.
