Here are a couple of excerpts.
"105. The Act violates Section 1 of the Bill of Rights contained in the Kansas
Constitution, which provides “All men are possessed of equal and inalienable natural rights, among
which are life, liberty, and the pursuit of happiness.” Kan. Const. Bill of Rights § 1.
106. Section 1 of the Kansas Bill of Rights also protects a right of informational privacy.

47–48 (2008)."

"125. Article II, Section 16 of the Kansas Constitution provides that “[n]o bill shall
contain more than one subject,” and “[t]he subject of each bill shall be expressed in its title.” Kan.
Const. Art. II, § 16. A statute that “contains more than one subject” is “invalid in its entirety.” State
ex rel. Stephan v. Thiessen, 228 Kan. 136, 144 (1980)."

All of these claims are based on the Kansas Constitution and based on precedence in KS state court decisions, not Federal law/regulation/precedence.
