신자유주의는 경제안정보다는 경제성장을 강조한다. 레이건 대통령은 ‘공급경제학’을 주장했는데, 이는 정부지출을 늘리는 대신 세금을 낮추면 통화 공급을 증가시켜서 그 자체의 수요를 창출하고 자본을 기업과 소비자에게 공급한다는 생각이다. 미국의 최고 소득세율은 1980년 70퍼센트에서 1986년 33퍼센트로 단계적으로 인하되었다.
