Following up on Josh Marshall showing that "abolish ICE" is now firmly the moderate position, there should be some discussion of what replaces it to keep it from re-emerging under a new name.

1. Move the Coast Guard back under the Pentagon, give it the CBP role, but nail its feet to the border and coasts. Enforce UCMJ on it, and no excursions into the interior. 100% new recruitment.

2. Immigration service becomes 100% white collar and unarmed. No enforcement authority.
