So, some 'residents' of Dubai are desperate to return to Dubai because:

they may not have been in Dubai long enough (if they stay away) to maintain tax residency & continue to benefit from its low/zero tax rates;

to stay in countries (like the UK) will expose them to that county's taxation if they stay too long.

It seems, given the choice between safety & paying more tax, some of the rich are keen to keep their tax low whatever the personal risk....

The really "rich" don't need to give a toss about tax status because they can afford the taxes and still have far more money than they know what to do with.
