The plan for severe cold weather has not been activated in the Ile-de-France region, where temperatures are below zero at night and range between 3C and 5C (37.4F and 41F) during the day. Paris city hall urged the French government to activate the plan without delay, highlighting the dramatic situation facing several thousand homeless people.
