at first i was like "why not use features or platform tags on sub packages?" eg, have `mypkg[nvidia]` refer to `some-nvidia-thing`

but having compilation variant wheels (eg, AVX2 vs AVX-512) makes a lot of sense to me.

And at that point, why not have arbitrary tags
