I think the general GitHub PR workflow can be improved with a small tweak: add a "this PR is now ready for review" state/button - or perhaps "please review this" (without having to identify a specific user to do it). Users seem to not ask for reviews, presumably because they have to pick a person and a random contributor doesn't know who to ask for a review.
