What's the purpose of this device that we found in the kitchen of our rental apartment? Wrong answers only!

(But also, I have honestly no idea and would like to know the actual answer! :D)

The device is an arrangement of sharp blades which form a circular pattern, plus a small circle in the middle, plus eight-circle segments connecting the two. This can be pressed against a flexible thin metal strip.
