ok so risc-v compressed (16-bit) instructions have 00, 01, or 10 in the lower 2 bits while full size (32-bit) instructions have 11

however there does not appear to be a reliable way to distinguish the second word of a 32-bit instruction from the start of, or a whole, new instruction
