의회는 최소한 모두 국민이 직접 뽑은 대가리들로 채워져있다. 대통령이 심은 총리 및 장관들이 독재할 바에야 머릿수도 만고 민주적 정당성도 강한 의회독재가 백배 천배 낫다.
