I have a talk idea brewing about our ability to evaluate technology as being "good" (or at least "effective at what it's meant to be doing"), and how generative AI is the first real "basic" technology that evades our (mathematical) ability to measure success or efficacy

a) what kind of place would accept that talk?
b) how detailed will my discussion of the halting problem need to be?
