If for whatever reason you need to produce a PDF compliant with PDF/A standard, save yourself _a lot of troubles_ and use https://github.com/abdeladim-s/latex2pdfa It was a breeze to use, and was accepted by the NSF Public Access Repository (NSF-PAR) immediately, no tweaking whatsoever!
