Recent official data support the substance of what you’re saying: for many financially struggling families, there is no meaningful buffer. In the Fed’s 2024 household survey, only 24% of adults with family income under $25,000 said they had savings to cover three months of expenses, which means 76% did not. Even among those at $25,000–$49,999, only 40% had that cushion. The same Fed report says only 32% of adults under $25,000 spent less than their income in the prior month, and 34% of that group did not pay all their bills in full in the prior month.

The hardship indicators line up with that. Among adults with family income under $25,000, 19% reported that their household sometimes or often did not have enough to eat in the past month, and 41% went without some medical care because they could not afford it. That is not a picture of households comfortably choosing between payment methods; it is a picture of households already triaging necessities.

A second recent federal source points the same way. CFPB reported that in 2024, 43% of households had difficulty paying bills or expenses, 42% could cover expenses for a month or less if they lost their main source of income, and 22% could cover less than two weeks. For households with income $20,000 or less, the share that could cover only a month or less was 76.4%; for those at $20,001–$50,000, it was 59.3%. CFPB also reported that 33% of consumers rarely or never have money left at the end of the month.

So the better correction to my earlier phrasing is this: when the Fed says some people may “preserve cash as a buffer,” that often does not mean they are fine. For many low-income families, that cash is already effectively spoken for by rent, food, utilities, medicine, or transportation. Spending it on the emergency means another necessity becomes unstable. The official data back that up.
