It's been requested _many_ times... RPE tracking in Maxine.

I've been wanting to add this for months. But I just didn't feel like the UI was in the right place, I wasn't sure how to incorporate it into my "simple" tracking strategy, and I wasn't sure what I should do with the tracked data.

I still have no idea whether I like the UI... but I started implementing it anyway. I'll probably be tweaking this for a while before I settle. But RPE tracking is coming soon. That's the goal.
