Es sei bedenklich, private, meist nicht-europäische Anbieter ohne Kontrollmechanismen zu Massenscans zu ermächtigen. Italien fordert zwei Änderungen: a) Nationale Behörden müssen diese Aktivitäten vorab/nachträglich kontrollieren, um Verhältnismäßigkeit und Grundrechte (EuGH, EGMR) zu wahren. b) Im Einklang mit Datenschützern darf sich die „freiwillige“ Suche der Anbieter nur auf „bekanntes“ Material beschränken. Massenscans nach völlig unbekanntem Material oder Chat-Durchsuchungen nach „Grooming“ werden explizit abgelehnt.

Italy criticizes the current draft on chat control, expressing concern over authorizing private, mostly non-European providers to conduct mass scanning without proper safeguards. Italy proposes two amendments: a) Ex-ante/ex-post controls by a national authority to ensure proportionality and compliance with EU and Human Rights jurisprudence. b) In line with data protection authorities, "voluntary" detection by providers must be limited to looking only for "known" material. Mass scanning for completely unknown material or sifting through chats for potential grooming is explicitly rejected.
