Did macOS change app-termination behavior at some point? Or is it a SwiftUI lifecycle thing?

I have an app that has NSSupportsAutomaticTermination and NSSupportsSuddenTermination set to NO, but it's still quitting after the last window closes. Disabling it via ProcessInfo also doesn't seem to work
