Threw together a quick tool to restore timestamps between CI builds so cargo won't do unnecessary rebuilds — I haven't tested it in my CI yet but I figure it's more reliable & faster than a bunch of bash or node.js

@fasterthanlimeamos I think another tool has been discussed before but don't remember it.

We have unstable support for checksums. Besides needing testing, we need to work out whether it should be always-on, opt-in, or opt-out (https://github.com/rust-lang/cargo/issues/14722). Build scripts have not been updated for checksums.
