공무원노조의 2004년 온전한 공무원 노동기본권 보장을 요구한 총파업 투쟁에 대해, 국가는 2,986명 징계 및 530명 파면·해임했다. 또한 조합원 중 해직자가 있다는 이유로 ‘노조 아님’ 통보했다. 명백한 노조 말살 정책, 노동기본권에 대한 국가 폭력이었다.
