But now every night a thief steals all the cake. So you make a bargain with the thief : they have to pay for the cake they steal.

But you tell your friends to continue make free cake. And the little money people leave helps make cake for the thief.

The thief doesn't eat the cake. They resell it at a premium. The cake that was free.
