It is kind of fascinating seeing PyPI take on the role of "generic artifact distribution infrastructure," but I'll defend that that's good, actually. It's remarkably easy, what with improvements in Python package management in general, to specify that building or contributing to a Python package has development-time dependencies on non-Python tooling.
