If I also had some patches to pf (kernel and pfctl), what's the best way to test for functionality/regressions and float those for acceptance like described in this post?

It's a pretty small diff that allows max-src-conn=0 (currently it has to be >0), meaning that *any* attempt to connect to a port is quick trip to the overload table.
