지난 1949년부터 법에 명시돼 있던 공무원의 ‘복종 의무’가 이르면 내년 말께 사라집니다. 대신 상관의 지휘·감독에 따라 일하도록 하되 그 과정에서 의견을 내고 위법한 경우엔 따르지 않을 수 있는 법 근거가 마련됩니다.
