새천년민주당은 지금까지 당원들만이 참여했던 대통령 선거 후보 경선을 최초로 국민 참여 경선 형식으로 바꾸었다. 당원:일반 국민의 비율을 50:50으로 하여 2002년 3~4월 동안 각 광역자치단체를 순회하여 선거를 하는 방식이었다.
