Sean makes a good point, so fine, here’s a proposal for Barasso:

A photo ID is both necessary •and• sufficient to vote. No voter rolls, no registration. You show up on the day of the election with a photo ID that shows an address in the district, you can vote — end of story. Because photo IDs are so great.
