原來蘇聯50年代就研究過網際網路了，名叫OGAS，可以改善計劃經濟的分配問題，搞不好還能真正建成1984的高壓控制社會，讓人成為社會的螺絲釘。他們還提出三進位的計算機。

可惜的是項目被砍掉了。大洋彼岸美國的ARPANET則成功了。
