a network of electronic devices located throughout the New York tristate area that were used to conduct multiple telecommunications-related threats directed towards senior U.S. government officials

and was thinking, why would you need that many devices for that? But your explanation makes sense, if this was an SMS fraud service and just one of their users decided to poke the US law enforcement bear through it...
