Spicy take: the problem with the Netherlands not functioning for a few days after (for this area) heavy snow, isn't a problem with infrastructure preparation, it's a problem with having built a society where "having to stay home for a few days" is an immediate disaster because there's no safety margin in anything
Wouldn't life be a lot nicer if the response to transport-impairing snow were "oh neat, some time off to spend together with family and friends and maybe cook a nice hot soup together", rather than "oh no shit fuck I need to find a way to get to work"?
