I've been hearing the phrase "strong opinions, weakly held" a lot lately, and it's been confusing me, because I always thought "strong opinion" just meant "strongly held opinion". What is a "strong opinion", if not that?

That led me to thinking about the phrase "strong reject". I guess these sentences *could* have distinct meanings:

(1) My *strongly held opinion* is that this submission should be rejected.

(2) My opinion is that this submission should be *strongly rejected*.

But do they?
