chatcontrol update

The Council found a common position on chatcontrol. A vote on the proposal will happen tomorrow (2025-11-19) in COREPER II and is expected to pass. Next up: Trilogue, where the differences between the Council's, the Parliament's and the Commission's position will be resolved.
