I wish economic arguments worked, because the economic argument for subsidising bikes and increasing bike ridership are so unambiguously strong (lower environmental impact, good health outcomes, empowerment, greater economic participation), but actually the economy is a lie which is why we subsidise electric cars that still require you to have loads of cash and not bikes which actually are a reasonable goal to aim for near universal ownership.
