I'm making a LISP-like language. What should I call the function that creates a function

(Note: There is for now no "defun". Defining a function will look like (set 'funcname (fn '(arg1 arg2) '(local1 local2) '(print (+ arg1 local1))). These ergonomics aren't up for reconsideration.)
