Do they? Mastodon made it ten years without the user granting any explicit rights to *their own instance* to share the content and there were no problems. IRC and USENET have mirroring, but no such legal grants. A legal system would surely recognize that federation was part of the intent of a user posting on Mastodon and recognize an implied license.
