If thousands of citizens protest and a few burn things down, that isn’t any more of a riot than it is to say that a few cops deliberately shooting reporters is a coordinated assault on the press.

Put thousands of people on the streets, there will be bad actors. I’ve yet to run a road race where people weren’t going off course, peeing in yards, jumping fences, or whatever. People break rules, especially when there is some anonymity in a crowd.
