Layoffs should be subject to environmental impact analysis, treating the labor pool of the employees' areas as the environment under analysis. Laying off too many employees too quickly should be treated like a chemical spill cleanup situation - massive fines and specific external oversight as to the practices that led to the spill in the first place, as well as mobilization of emergency responders.
