At my employer (a company with over a thousand employees working on software), the git repository where the Prometheus metrics and alerts are defined is pretty much the only place where people from every corner of the company collaborate with each other. In part they're forced to (if they want to get certain services from other teams), in part they do it voluntarily because it makes their own life easier.
