Its pretty clear that Minneapolis Police Chief Brian O'Hara is afraid that ACAB could apply to his department and is trying to distance his department from ICE's tactics.

Here's first hand account of a Minnesotan who was illegally detained by ICE.

She describes ICE taunting and harassing her after arrest. The agents literally don't understand why we have not already been terrified away from protesting.

Take away is that these arrests are illegal, most protesters won't even be charged bc ICE has no legal basis to charge most citizens.
