外国に乗り込んでいって国家元首を捕まえて国外連行をしているので

グレナダ侵攻やパナマ侵攻ですらこんなことはしていない（パナマ侵攻に関してはノリエガが逃げ込んだバチカン大使館に嫌がらせをしまくり自分から出てくるようなことをしましたが）
