One thing missing here is the nature of Free Software.

Linux or other free OSs are developed all over the world by people of all ages.

If a single state or country wants user identification (they say age verification) in OSs, that rule only applies there.

The code is free and anyone elsewhere can fork it, remove that anti-feature and rebuild the system without it.

Regulations that assume one entity can controls free OSs don’t really fit how global and decentralized free software actually is.
